From 1990 onward Professor Shunroku Nakamura from Toyohashi University of Technology was invited to instruct fishway design in Taiwan.
Japanese scholars Toshio Hirose and Shunroku Nakamura proposed that upstream and downstream structures should be considered during fishway design to achieve better guiding, gathering, replenishing and diversion functions for Taiwan’s biological corridor design.

Sino-Japanese Stream Ecology Conservation Conference: According to ProfessorShunroku Nakamura, placing rock structures of different types in the waterway not only consolidates the riverbank but also provides habitats for fish; and these rock structures include stones wrapped up by wood or metal meshes and simply rocks on the riverbed.
At the Ecological Engineering Method Conference held by COA-Endemic Species Research Institute of the Executive Yuan, Japanese expert Fukudome Shubun was invited to deliver a keynote speech: Thoughts and Technology of Ecological Engineering Methods in Japan. With the arrangement of the Taipei City Government, Fukudome Shubun visited the Hushan River to see the remediation results of masonry groundsill works explained by the riverbank.
Invited by the PTS, the NTUT-Water Environment Research Center, Dr. E. Herricks of Illinois University of the USA, and Associate Technical Specialist Ming-sheng Wuof the Taipei City Government visited the upstream project planning site of the Neihu River for an on-site inspection to exchange river remediation experience with foreign experts.
At the international forum held by the NTUT-Water Environment Research Center, two famous river remediation experts Ecosite Inc. President M. Clar and Dr. E. Herricks of Illinois University of the USA were invited to deliver speeches on river restoration development and technology in the USA.
In 2002 the WRA began investigating the condition of rivers within the jurisdiction of the central government and built a database and enquiry system for the investigation results. By 2013 the investigation of 26 rivers was completed, including 24 rivers under central government jurisdiction and 2 rivers spanning across provincial cities.
At the Ecological Engineering Method Training Program organized by COA-Endemic Species Research Institute of the Executive Yuan, Japanese expert Fukudome Shubun was invited to give the masonry practical course at the Zhukeng River in Guoxing Township, Nantou County. At the course, Fukudome Shubuntook trainees and locals to implement masonry groundsill works to complete Taiwan’s first masonry groundsill works built with the ecological engineering concept.
At the “Dialog between Water and Green” organized by the NTUT-Water Environment Research Center, the status of promotion and development of water resources management policies in Germany, the EU, the USA, and Taiwan were discussed. Dr. Edwin E. Herricks of Illinois University of the USA expressed a different opinion on ecological engineering methods based on own experience.
WRA launched the River Environment Improvement And Management Study. The project covered determining the targets for river environment improvement, indicators for river environment management assessment, proposal for the river environment improvement and management project, framework of implementation of the river environment improvement project, whitepaper on the implementation of the river environment improvement project (river-based), etc. In addition to a reference for the coordination and division of labor of government departments, the whitepaper is a guide for river protection education and publicity.

According to Professor Tseng Chin-tsian of the College of Life Science, National Tsing Hua University, Taiwan made significant progress in fishway design with the assistance from Professor Shunroku Nakamura over the years.
The Soil and Water Conservation Bureau commissioned the Endemic Species Research Institute to organize the “Ecological Engineering Method Masonry Skill Training Source”. Japanese expert Fukudome Shubun and Japanese masonry expert Soichi Komatsu were invited to give a course on masonry skills. The course emphasized practical operation and explanation. A section of the Mudan River in New Taipei City was chosen as the teaching site. The original damaged concrete groundsill works there was demolished. New masonry groundsill works was completed with local stone materials.
River environment improvement for the Xinxing Levee along the Beinan River.
Professor Takahashi and Technical Specialist Koji Yamamoto from Japan were invited to supervise ecological levee design. Professor Shunroku Nakamura of River Ecology and Environmental Engineering Research Institute from Japan was invited to supervise fishway design. During the construction period, ProfessorShunroku Nakamuraand Technical Specialist Kikuchi Koichi supervised related operation on site.
The WRA-Water Resources Planning Institute drafted the Directions for River Condition Investigation to provide a dependable standard for river condition investigation.
- Professor Shunroku Nakamura supervised the fishway improvement strategy affiliated to the Babao River Sabo Dam Project.
- Professor Tseng Chin-tsian and Professor Shunroku Nakamura were invited to design the construction of the intake, diversion channel and fish ladder improvement project for the Zishang Drainage in Taitung. According to the River Biological Corridor Planning and Design published by the COA-Soil and Water Conservation Bureau, the position, direction, width, gradient and structure of fishway and the discharge, speed and output status of effluent will affect the success or not of fishways.
“Fishway System Design Conference”
Japanese expert Shunroku Nakamura was invited to explain fishway design concepts and investigate the common problems of fishway design in Taiwan. Professor Shunroku Nakamura was also invited to an on-site inspection to help understand the essentials of ecological corridor design and improve the ability in planning and designing wild river governance.
WRA introduced the Taiwan River Day education/publicity activity.
The Public Construction Commission changed the name of ecological engineering method into ecological engineering in Chinese.
The WRA-Water Resources Planning Institute established the Taiwan River Restoration Network (TRRN).
The WRA-Water Resources Planning Institute implemented the TRRN Maintenance and Operation Project.
The WRA-Water Resources Planning Institute published the “River Environment Management Technology Manual”. The institute reviewed the applicability domestic and foreign planning and design technology for rivers in Taiwan and proposed planning strategies and design conditions complying with the focus of development. Then, the institute compiled the manual with reference to the “River Condition Investigation”, “River Environment Management Planning”, “River Environment Building Plan”, and related project results; related laws and regulations; technology implementation, maintenance, and management.
Dharma Drum Institute of Liberal Arts (previous Dharma University Preparatory Office) invited Dr. Edwin E. Herricks of Illinois University of the USA to deliver a keynote speech on “Transition: from engineering to ecological perspective”. In the speech, Dr. Herricks reviewed the trend and necessary of ecological engineering methods through examples of environmental change in different aspects. Then, Dr. Herricks talked about how to effectively assess engineering methods to meet the benefits of the entire ecosystem.
This website became a regional member of the Asian River Restoration Network (ARRN) in the name of TRRN. TRRN information and related achievements were exposed in the ARRN yearbook published in June 2013.
