  To facilitate unified management of the images derived from the monitoring of the River Management Office, the Water Resources Agency has developed a mobile real-time image system. It allows the agency to monitor the conditions of the points (dredging division control stations), lines (real time images of river sections), and planes (GIS comparison of changes) of the river districts along rivers via the research and development of smart devices – APPs to digitalize river data for mobile management. Integrating the technologies of points, lines, and planes – the dredging management system, remote monitoring system, and satellite remote sensing effectively - it facilitates police to grasp related information with smart mobile devices during their patrols in order to understand the conditions of engineering projects or the usage of nearby river zones. It includes remote control system image malfunction report, inspection of river changes, dredging project location searches, patrol sign-in, and more to enable personnel to judge the suspicious locations of violations along the rivers for immediate positioning and collecting evidence at the site in order to stop river crime from happening.


  Among the “remote image monitoring system” is a mechanism that integrates the monitoring information of all River Management Offices to create an abnormal conditions report, investigation, and centralized management. After years of upgrading and integration of functions, it is now operated by the Remote Control Center 24 hours a day and 7 days a week to monitor and respond to changes. It handles image difference event confirmation and abnormal condition reporting to consolidate the process of reporting, responding, and confirmation of events of image differences to promote the efficacy of river patrols and law enforcement. Data analysis of the image difference events and data from the control stations affiliated to different River Management Offices accumulated between 2015 and 2016 were conducted, the distribution of hot zones with high illegal case frequencies were deduced for the reference of increasing patrol points and law enforcement in the future. And mobile monitoring devices will be distributed to each administration to promote the mobility of monitoring.
